My first post was too away from your solution

Wrong permission don't give a forbidden error

Hal and Ian are probably on the right track

Just to add that your conf files are very different from the installation

httpd.conf should be empty, conf is on apache2.conf

No /etc/apache2/conf.d/php.conf file

$ cat /etc/apache2/mods-enabled/php5.conf
<IfModule mod_php5.c>
  AddType application/x-httpd-php .php .phtml .php3
  AddType application/x-httpd-php-source .phps
</IfModule>

So, I'll listen to Hal, and "I'd consider doing a *purge* and starting
over."

But I may be wrong. Again
