F10 key does not work in Wine executed app

I run the editor of the game Oblivion with Wine ("wine TESCS.exe").
In WinXP the key F10 in the render window of TESCS opens a new
window with the scenegraph tree, but in Ubuntu nothing happens.
(Fallout 3 editor GECK.exe has the same feature, if you have
that game/editor available.)

I checked references/keyboard but found nothing useful.
F10 is not defined there.

Is Gnome stealing F10 presses, or Wine, or what is the problem?

If nothing helps:
How to send "F10" to the application window otherway, if any?
Is there easy way to find the F10 definition in TESCS.exe, and
change it to something accessible?
