Are you indicating that it is set to a hard limit of 7 and that it
can't be changed? Have you tried the method described at this site:

It would seem that all you'd need to do is to up the number of
workspaces in the described preferences dialog, but it could be that
you're running up against an aesthetic or usability "feature" that is
somewhere buried in Gnome and it's not possible to go above 7.
I mostly use compiz & kde. 36 workspaces should be enough for anybody.

Easiest way - in Gnome, go to Applications ->Accessories and bring up
Terminal. Voila, instant command line. (KDE alt-F2 is nice too).
