check out "debmirror" (sudo apt-get debmirror) then "man debmirror" This
should allow you to make an offline copy of an entire ubuntu repo, you
can even pick what repo (i.e. main, universe, multiverse), what bit-type
(32-bit, 64-bit, etc)

i think you need ~40GB, but I'm not sure... I suppose it depends on what
you're downloading.
