Woops... I'm more awake now; both open the compose window, but neither
actually add the file as an attachement. So the bug mentioned below &
https://bugzilla.gnome.org/show_bug.cgi?id=318052 and
https://bugzilla.gnome.org/show_bug.cgi?id=356258 are still applicable.
