My workspace switcher cannot change names

The docs I see on the Gnome panel suggest that it should be easy to apply
names to the workspaces in the switcher.  I've found it impossible to even
find a place to try.

If I right-click on a workspace in the switcher, I can select preferences
but the only preferences available are the number of rows and columns.
I haven't found anything else that even comes close.
I don't see anything relevant in the System -> Preferences menu either.
