Ok, found it - it's in universe:
http://ns2.canonical.com/karmic/policykit-gnome

$ sudo apt-get install policykit-gnome
$ sudo update-menus
System|Administration|Authorizations

BTW: just noticed
$ apt-cache policy policykit-gnome
policykit-gnome:
  Installed: 0.9-1ubuntu3
  Candidate: 0.9-1ubuntu3
  Version table:
 *** 0.9-1ubuntu3 0
        500 http://archive.ubuntu.com jaunty/main Packages

So, no idea why it's been moved to universe... you'll have to check
launchpad for that.
