I run WinXP in VirtualBox under Ubuntu and it's perfectly
snappy/responsive and doesn't use any swap.
My machine is much less powerful than yours : 2.66GHz Core2Duo CPU,
6GB of RAM but running 32 bit kernel so only 3.2GB actually
recognized. It plenty enough for a WinXP VM, and leaves lots of room to
run other tasks in parallel (other virtual machines, OpenOffice, P2P
clients...). I tried (just for 5 minutes, before deleting it) a Windows
Vista and Windows Seven virtual machine, and that too, ran just fine
(though slower and much more resource hungry than XP or Ubuntu, it has
to be said).
As for choosing which OS to use as primary and which as guest, only you
can decide. In my case 99% of my computing is doable under Linux, so it
makes sense to sue Linux as the host and use a Win VM only for the
remaining 1% ...
