No idea - you'd have to ask on the bug. For reference you can show them
the comparison between:
http://releases.ubuntu.com/jaunty/ubuntu-9.04-alternate-i386.list
http://releases.ubuntu.com/8.10/ubuntu-8.10-alternate-i386.list
Where 8.10 has:
/pool/main/p/ppp/ppp-udeb_2.4.4rel-10ubuntu2_i386.udeb
and 9.04 does not. Yet it is _supposed_ to be there:
