mobile e-library (video/audio)

I am in early concept stage of setting up a mobile e-library (video/audio)
I am looking at using a netbook (running ubuntu)
and a wireless access point if needed (but I would rather not have one)
the idea I have is to set up a walled gardened network
a captive portal to tell you the Acceptable use policy
one website, with a bittorrent tracker
the videos are going to be in mp4(XVID) and theora
the audio are going to be in mp3 and vorbis
Can I set up a netbook to work as a wireless access point?
what is the easy to setup captive portal?
any other comments or ideas?
