Adding more packages before fixing the problem complicates things a bit but do
you have Control Center on your release? If so in "Sound and Multimedia"
then "System Notifications" there is a button to turn on all sounds. (also
one to turn them off!) Since you have sound in some places, you DO have
sound. It is likely just turned off for some apps. However, what few sound
problems we have had here arose from PulseAudio.
