The Canadian servers (ca.ubuntu.com) are certainly running fast enough
to keep ahead of dial-up - I was easily getting 150k plus today while
setting up apt-cacher, and that speed was likely limited by my busy
connection, not the servers. I think your issue is elsewhere I'm
afraid.
