with all respect, do you think it would take more than 5 minutes to
abuse of such a system? Here:

while ($i < ($n + $k))
do
	mutt  report at listst.ubuntu.com -s "Nickolai is a bad guy" < bogus_complaint.txt
	$i++
done

making this actually work as a shell script is really trivial.

what saves moderator resources is their showing that trolls will
indeed be removed. BTW, moderator addresses are at the bottom of this
