Error in createing database through normal user

Dear friends
               I install mysql server in my pc. Run grant command to give access user to create and show database but user can show data base , do not create database . when user create database then it is give error . 
ERROR 1044 (42000): Access denied for user 'jiten'@'localhost' to database 'hi'
 tell me the way plz
