It turns out that the non-routables list has become out of date, and
the website that I was trying to access was classed by Firestarter as a
non-routable.  I've replaced the list on my PC with the RESERVED and
UNALLOCATED addresses from
http://www.iana.org/assignments/ipv4-address-space/
and all seems to be OK again.  I've also contacted Firestarter, and
re-activated a previous, fixed, launchpad bug about it being outdated.
