no, they are not, changes like removing packages are only taken into
account for "full release" -> "full release" upgrades, if you install a
beta and packages have been removed or replaced between beta and final
release from the metapackages (be it because they have a bug that
couldnt be fixed or because there was a better replacement found) you
will still have the old packages around (which in worst case results in
two apps that conflict for the same task) ...

if a setup bug was found between beta and final (i remember network
manager had a lot of fixes for example in jaunty at that time) you will
end up with the broken pre-release setup instead of the proper final
one, which might cause issues for proper operation of the final
packages.

you should use rsync to update your beta iso to final, it will only take
a few minutes and prevent a lot of issues you might run into.
