I believe Brasero is hidden in: Sound and Video => Brasero Disc Burner
(which doesn't look like the perfect place to me).
To only create a data CD/DVD, Nautilus disc burner will be just fine.
Brasero however offers more options (audio disc, video disc, disc
copy, ...).
