Jaunty Update Manager is broken

Guess:
Update manager crashed leaving it's lock on (that's why it won't go
away or do anything). SynaPtic won't run while another package manager
is running (probably told you so in an error message).
Possible solution:
Kill the remains of Update manager (use top, htop, or, my GUI
preference, gps), then re-try synaPtic.
I imagine that killing the X server and re-starting would accomplish
the same thing.
Or you could leave Jaunty for good, heck, even Linux. There's a good
OS for your use at:
http://www.freebsd.org/where.html
or:
http://www.sun.com/software/solaris/get.jsp
It's your choice.
Remember the Linux warranty:
If it breaks you get to keep both pieces.
