Sorry, I should have been more clear; 'sudo apt-get update' wasn't
bringing up the update notifier even though I know updates were there
and available.

$ sudo apt-get update

does indeed refresh the package list, and if there are updates available
it is supposed to cause the update notifier to launch in the
gnome-panel. This is the way that it's been for the past two years
(e-f-g-h-i-j). In this case it wasn't working.

Sorry, but neither of those commands are necessary or logical in this
case. If I want to actually do updates from the terminal then I'd just
follow my 'sudo apt-get update' with 'sudo apt-get upgrade'.

Whatever was causing the problem seems to have sorted itself out as I
just ran 'sudo apt-get update' (again knowing that updates are
available) and the notifier launched and is showing that 6 updates are
now available.
