Applications->Add/Remove...

click on Programming

then search "web"

A number of available web design programs will be in the list.  Add try
remove until you find one that is comfortable.  I have used Kompozer,
Seamonkey (a Kompozer split is built in and maintained better), and even
simply used Open Office for simple webpages.  All the above is for basic
HTML webpages plus a little extra.  There are a number of others with
tutorials available through search or in the "Help" of the menu.
