web page design

I am looking for a web page design program.   I am using 8.04 on this
notebook (just bought this Dell 10" and I think other versions might have
problems with the display, am checking this out with dell and will report
back)

I downloaded Screem and I think that's what it will make me do.   I'd rather
not look at code.  Also it seems like some basic features aren't working,
such as 'upload.'
