It did comment, letting you know that the address is already in use
implies another device (i.e. PC or router) is already using the IP
address on the network.  Because of this the system will not let you use
the IP address so as not to cause an issue on your system or the other
device.  Raise your IP up/down by one or choose another IP all together
and you should clear up the issue and activate the "Apply" button.
