Set fixed IP address to etho

Greetings,

I am not sure if my experience is correct on this.
When I tried to set the wired network connection configuration 
(nm-connection-editor) IPv4 settings method to "Manual", the IP address 
I tried to pick was already in use and the "Apply" button remained 
grayed out. No comment was displayed regarding the reason. I think users 
should be notified about the problems on their configuration which were 
caught by the application (didn't enable the "Apply" button).
