Sorry, but they are indeed there, in the multiverse repository. Make
sure that you have multiverse enabled:

https://help.ubuntu.com/community/Repositories/Ubuntu
Tick the mulitverse repository as shown & select 'Download from:' to
'Main server'. Be sure to update the repositories afterwards (click the
reload icon). Now use the search icon & search for transcode; let us
know what you find.
