I don't believe that's Bill Gates who you're quoting.

I have a book from my Degree days (pre 1991) on Operating System design
and each chapter has a similar type of quote at the beginning. I can't
give you a cite as the book is now in my library, and I'm 400 miles away
from home but it most definitely wasn't recent and I'm pretty certain
the quote wasn't attributed to Gates

The quote was used in that particular book to emphasise Moore's law and
was much more concerned about highlighting the increases in speed,
reduction in size, reduction in cost and so forth that the VLSI industry
experiences.
