The Dolphin file manager in KDE enables you to tag files. However, that
may not be sufficient if you want to share that with others. If you want
to share your files and tags with others, you need a document management
system. Plone <http://plone.org> is an excellent choice for this
purpose. It even has the ability to do transformations of PDFs into HTML
so that its built-in search engine can index the HTML.
