Password/authentication problem with system Services

I have a problem with System->Services in xubuntu.

I know *why* I have the problem, it's because I have disabled sudo for
the default/main user and I have enabled root with a separate password.

Other things requiring root authentication (e.g. Synaptic) work OK,
they obviously "do the right thing" and see the changes in the sudo
set-up and act accordingly.

However System->Services just *assumes* that the user has sudo set up
to allow root access and asks for the user's password rather than the
root password.

I know this is rather a minor glitch but it is rather annoying, is
there a way to fix/configure it so it works or should I report it as a
bug?
