64 bit ubuntu should be able to access 4G of ram no problem, without any 
additional configuration. 3.24G reminds me of the 32 bit ram limit for 
standard (non PAE) kernels.

  - Are you *sure* you have installed the 64 bit version ? What does 
'uname -a' give you ? You should see x86_64 listed if you have the 64 
bit OS installed.

  - If you do indeed have a 64bit OS installed, I would next check your 
BIOS settings to see if something in there is limiting the available ram 
to the 32 bit limit (some do this I believe, as they assume you will 
only ever run 32 bit windows...).
