Hello Paras,

FWIW:

I have a 32bit installation running 2.6.27-9-server with 4Gb of RAM.
My kernel says that is sees 3918Mb.

I also have another computer running on 8Gb of RAM with a 64bit
kernel, and all 8Gb are available.

If I were you the first thing I would check (other than the kernel
version as Chris suggested) would be if your video card is  not taking
the missing RAM. (Check your BIOS settings for you GPU memory).
