how to create a .torrent file

I have now two instances of deluge running, seeding on each its pc, but I 
cannot make the torrent download on a third pc, also running deluge and 
the same .torrent.
I have opened all the ports mentioned in the doc on my firewall, but 
something is still missing in my knowledge about bittorrent?

I have been on irc.freenode.net #bittorrent, but nobody seems to answer 
my question about above problem
