how to create a .torrent file

Sorry, still no traffic on that torrent.
You don't need peers, you need seeders.
As far as I can tell, you are not seeding the file.
I'm not an expert on torrents, but I think that you are doing it all wrong.
This is what I have done:
1. downloaded your files with wget
2. put them in a directory kompozer
3. with Deluge (torrent client), created a new .torrent file based on the
kompozer directory
4. uploaded kompozer.torrent to my blog. It is attached to
http://amedee.be/kompozer-video-torrent. Don't use that link in your
torrent client; go to the page with your browser and click on the link
kompozer.torrent. Don't be bothered with the fact that my blog is in
Dutch.
5. open the *donloaded* torrent in Deluge. It will be at 0%.
6. move (or copy) the files from the kompozer directory to the torrent
download directory
7. force check the torrent. It is now at 100% and it is seeding. But no
traffic because nobody is leeching.
What I want YOU to do now:
1. visit http://amedee.be/kompozer-video-torrent
2. download the attached torrent file
3. open it in your torrent client
4. see if you get any traffic
Remember, you must always seed your torrent, and seeding must always be
done on the same host where you have stored your file.
Let me know how this works, I'll leave Deluge open for a couple of hours.
