I think...

     1. Insert Ubuntu CD (of correct version)
     2. sudo apt-cdrom add
     3. sudo aptitude reinstall network-manager

should work?

If it doesn't, go uncheck all your software sources (except for the CD)
in "System > Administration > Software Sources", then do a "sudo apt-get
update" then the above.
