First, you must stop thinking like a Windows user.
Try...
sudo apt-get packagenamehere
wvdial should already be installed.
search goolge if you want latest version of wine and learn how to add
repositories to apt, but I don't understand why anyone would want to run
that nasty emulator. Better if you want to use Windows software, you
should just boot up in Windows and save yourself the hassle.
However, there is a Linux replacement for just about any Windows
software except for shockwave.
