Help! Update evolution to latest version on ubuntu 8.10.

Check your internet censors... I suspect that you are being blocked from
within your country/ISP.

Regarding 9.04; were I you, I'd wait for at least 30-45 days following
the official release of Jaunty (9.04) before trying to upgrade. The
release will (should) have settled down in that time frame.
