gnutls13: Build does not include datarootdir

The build for libgnutls13 does not include a datarootdir

This prevents the build from succeeding with versions of autoconf after
2.60.

This was fixed in our build by simply adding:

datarootdir = @datarootdir@

to the Makefile.in
