Power Management problem when battery charge level is critically low

I think it basically comes down to the battery not having a clue how much
time it really has remaining.  I had mine set to 10 minutes, but last time
I checked, it _said_ a fully charged battery had less than 20 minutes
charge - the battery's not young, but it's still _actually_ giving me 2
hours.
