I use Xubuntu on three computers here. Xubuntu uses applications that
are lighter, thus combines the best from gnome, xfce, and elsewhere.
Just because the desktop is Xfce does not mean no Gnome in Xubuntu. If
the application works better with the same functions, Xubuntu will use
it.

Yes, normally I can install using instructions for Ubuntu. Also, You
can run applications for any of the desktops, I think. Of course,
running mysql and apache will not use less resources with Xubuntu vs
Ubuntu. They still have their own requirements. Only the desktop will
be lighter.
