qemulator bug - needs to depends: on language-pack-en

In order to run qemulator in a chroot, I had to install
language-pack-en. I could not run it without installing
language-pack-en.
When I tried to run qemulator (in a chroot) before installing
language-pack-en, I got this error:

qemulator (or one of its dependencies like python2.5) should depend on
language-pack-en rather than exiting (or causing qemulator to stop) with
an error.
