Scribus 1.3.4 & 1.3.3.11 imports PDF's but it seems to be 'hit & miss' -
mostly miss; some open just fine, most won't open at all. When they do
open the editing features work pretty well.

flpsed works well for annotating & filling out new/blank forms, but you
cannot edit forms filled in by Adobe Reader etc. It now opens the pdf
directly.

Note: some recommend pdfedit, but I've never figured out how to master
that program for even simple edits.
