Since when? They are only rarely, i.e., immediately after a sync with
Debian, early in development of a new Ubuntu version. At other times
they are compiled against different library versions.

Usually, and then only for applications, if you are lucky. (I know it's
not the topic in this thread but anyway, installing lower-level packages
from Debian in Ubuntu is a recipe for disaster.)

You are also able to pull yourself out of a mess if your package
database gets confused. You are a minority

That would also be true, but I meant what I wrote
