Unfortunately, I could not find any Ubuntu installation reports for this
particular model on Google, and searching for the error message didn't
turn up anything, either. Is it possible that you did not give the exact
wording of the error message? Because I  _did_ find many Google hits for
'usb "device not accepting address"'

You could try to download the release candidate of the upcoming release
8.10. If its live CD works, then at least you know that it was an issue
with the Linux kernel in 8.04.

If 8.10 does not work either, then it is more likely that there is an
issue with your laptop (maybe BIOS), your USB cabling or one of the
attached USB devices.

(Not however, that 8.04, which you chose, is a so-called Long-Term
Support (LTS) release and offers 3 years support for desktop software,
while 8.10 will have onl1 18 months.)

You should also make sure that the CD was created correctly:
      * Did you check the mde5sum of the downloaded image to make sure
        that it was transferred properly? (see
        https://help.ubuntu.com/community/HowToMD5SUM)
      * Did you run the CD test on the Ubuntu boot screen to make sure
        that the CD was burned without errors?
