Not necessarily.  If you enable XDMCP, VNC gives you a completely separate
login on the Ubuntu system (when it connects, you start at the xdm/kdm/gdm
login screen).  However...  XDMCP is poorly documented and while I had it
working for a while, it broke and I found it easier to install NX than fix
it.

For that, there's krdc if you can bring yourself to using KDE...
