Others have mentioned VNC & that will work - however VNC will want to
control the desktop so both users will be fighting for the desktop/mouse
etc., at the same time. If you understand that it will work just fine. I
recommend the UltraVNC client for the Windows machine:

However, if you'd rather have a solution that whereby the Windows user
can log into the Ubuntu machine, see their own desktop, mouse, etc.,
then I definately recommend installing the NoMachine NX client on the
Windows machine, and NX server on the Ubuntu machine. See:

but I've found the NoMachine to work best on my systems. Further, FreeNX
does not have an NX client, so you'll still need to use the NoMachine
version for that & in doing so you might as well just use the NoMachine
versions to ensure that they work together properly.
Note: You'll still want to install UltraVNC (or other) on the Windows
machine so that you can go from the Ubuntu machine back to the Win
machine (just use the already installed terminal server client).
