some locales are not utf8 in Hardy

Hello,

On a Hardy machine meant to be used by multiple people, I notice that
some of the locales are not utf8. For example, there is
hi_IN
pa_IN

But there are also
en_CA.utf8
en_DK.utf8
en_GB.utf8
fr_FR.utf8


How do I fix the first group of locales so that they are also utf8?

Please reply to this list only. I read this list on its corresponding
