GUI animation speeds?

How can I speed up panel animation?

I like having the panels at top and bottom of my screen disappear when
I'm not using them, but I want them to appear quickly when I move my
mouse to the edge of the screen. At the moment they appear only after
some quite large fraction of a second has passed, and then they scroll
out languidly.

How do I get some snap into them?
