docker: Event polling disrupts power saving

docker is doing event polling using a 0.5 seconds interval. This
disrupts power saving, making the processor wake up (see powertop).
Attached is a patch to avoid polling, making docker much more
power-saving-friendly.
Feel free to send the patch to upstream, it's Public Domain to avoid any
problems with licensing =)
