Sorry, I failed to mention rar (thanks jonathan) and also that you wish
to _create_ a rar; once you install(sudo apt-get install rar) you will
be able to do so using the archive manager
(Applications|Accessories|Arachive Manager) you can then create a new
rar archive file.
