Nope, it's there alright, but hidden in the menu. Rightclick the
Applications menu -> Edit. Go to System Tools and check Floppy
Formatter.

IIRC the reason it is hidden is that there is some issue or other with
it, and floppy formatting is planned to be added to some other app. The
current state of affairs, with the only Gnome GUI app to do it being
buggy and hidden, certainly sucks but that's how it is right now
