Has it worked on that install in the past? How did you install KDE
4.1? Do you maybe have an MS keyboard, that needs the Function keys to
be ignited like the Numlock key?

I can confirm that Alt-F2 works fine in Kubuntu 8.10 with KDE 4.1.
