libsnmp15 is still incorrectly compiled against libperl5.8 instead of 5.10

After the Perl transition to 5.10, the 5.8 libraries are no longer available.
libsnmp15 (net-snmp) however has still not been recompiled, causing software
like hplip to fail in turn.
